REGISTRATION OF CU TR 017/2011 CERTIFICATES AND DECLARATIONS
Following Light Industry Products Have to be Certified According to the CU TR No. 017/2011 in Russia
Corsetry (bras, corsets),
Swimwear and beachwear
Bedding and bed linen, table and kitchen linens
Hosiery – tights, stockings, knee-high stockings, gaiters, socks, leggings, footlets, etc.
Outer clothing of the second layer – jackets, jumpers, pullovers, vests, suits, blouses, skirts, dresses, sundresses, shorts, sets, trousers, overalls, trousers, gym suits and sweat pants
Outer clothing of the third layer – coats, short coats, raincoats, jackets, trousers, suits, overalls, semi-overalls, including ones intended for sports
Homewear – dressing gowns, suits
Scarf products – mufflers, shawls, headscarves
Headwear (headdress) – peaked caps, caps, hats, panamas, berets, etc.
Leather products – bags, suitcases, briefcases, backpacks, cases, folders, gloves, mittens, belts, watch bands
Footwear – high boots, boots, ankle boots, lady’s boots, bootees, high shoes, low shoes, overshoes
Kinds of textile materials:
- for underwear (first layer products),
- for towels (smooth towels, honeycomb towels, terry towels),
- for clothing (of second and third layer),
- for footwear (for upper and inner parts of shoes),
- decorative (for curtains, blinds, bedspreads, tablecloths),
- for furniture (used for upholstery),
Artificial fur and pile cloth (for outer products, decoration, decorative purposes)
Carpetings and carpets – carpets, runners
Bedding – blankets, pillows, etc.

Certification Procedure for Light Industry Products in Russia According to CU TR No. 017/2011
- Receiving a request from a client

- Negotiation of a certificate or declaration draft

Who Can Register a CU TR (EAC) Certificate / Declaration of Conformity for Light Industry Products in Russia?
- Importer to the Customs Union (supplier)
NOTICE: Light industry products are allowed to be imported and sold on the territory of the Customs Union only after the moment they are certified according to the requirements of CU TR No. 017/2011. Products that have passed the registration procedure receive a CU TR certificate or declaration of conformity, they also have to be marked with the EAC compliance sign and after that they can be sold on the territory of the Customs Union.

Maximum validity period of certificates and declarations of conformity is 5 years
NOTICE: Light industry products are consumer goods, that’s why increased safety requirements are imposed on them. When registration process is complete, we recommend you to receive a CU TR declaration / certificate together with test reports. This will help you to avoid unnecessary questions or fines when considering claims from consumers or during supervisory bodies inspection.

What information does a product label (sticker) have to contain?
Name and type of product
Assignment and size
Indication of a material from which products are manufactured
Date of manufacturing and expiration date
Manufacturer’s name and address, country of origin
The name of a representative company and its address (for foreign products)
EAC mark (Eurasian Conformity)
Which products do apply to clothing and products of the 1st, 2nd and 3rd layer?
Clothing of the first layer includes products that have a direct contact with skin.
Clothing of the second layer includes products that have limited contact with skin.
Clothing of the third layer include overclothes that do not have direct contact with skin.
In which countries a CU TR certificate is valid?
CU TR Certificates and Declarations of conformity, issued in one of the member states of the Customs Union, are valid in all of the member states of the Customs Union (on the territory of Russia, Belarus, Kazakhstan, Armenia and Kyrgyzstan).
Is it possible to register a CU TR certificate with a manufacturer as an applicant company?
Applicant in a certificate or declaration of conformity can be either a manufacturer of product, or its official representative company on the territory of the Customs Union. If a manufacturer is a foreign company, then registration is possible only for the representative company on the territory of the Customs Union. This representative company will be indicated in the “Applicant” column of a certificate and will be responsible for products quality on the territory of the Customs Union.
Is it possible to verify authenticity of a declaration or a certificate?
Information on registration of CU TR declarations and certificates must submitted to the Register of the Federal Service of Accreditation (Rosakkreditatsiya).
If there is no information about a declaration or a certificate in the Register, then this document is invalid and its use is prohibited.
