NOTICE: Perfume and cosmetic products are allowed to be imported and sold on the territory of the Customs Union only after the moment they are certified according to the requirements CU TR No. 009/2011. Cosmetic products that have passed the registration procedure receive a CU TR declaration of conformity, they also have to be marked with the EAC compliance sign and after that they can be sold on the territory of the Customs Union.

NOTICE: Perfumery and cosmetic products are consumer goods, that’s why increased safety requirements are imposed on them. When registration process is complete, we recommend you to receive a CU TR declaration together with test reports. List of Required Documents for EAC Certification According to CU TR No. 009/2011:

What are parameters that get checked during cosmetics certification?

Sample requirements for laboratory testing
Test of nail polishes (varnishes), color and shade products of one name but with different tone must be carried out in full.
That means if you need to certify 10 nail polishes of different tones then it is necessary to do a laboratory test of all 10 pieces, cause this is a requirement of the Technical regulations. Violation of this rule leads to fines and cancellations of documents.
What is a validity period of a declaration or CSR?
Maximum validity period of a declaration according to CU TR No. 009/2011 is 5 years.
In cases where products fall under the Technical Regulations of the Customs Union (EAEU), the validity period of the Certificate of State Registration is 5 years. Therefore CSR for perfume products and cosmetics will be valid for 5 years.
In other cases validity period of a Certificate of State Registration is not limited, then CSR is valid indefinitely until the production (or product supply) is terminated or until some changes are made in legislative acts.
Is it possible to verify authenticity of a declaration or CSR?
Information on registration of a declaration for cosmetics must submitted to the Register of the Federal Service of Accreditation (Rosakkreditatsiya).
Information about CSR can be found in the Register of Rospotrebnadzor.
If there is no information about declaration or a certificate of state registration (CSR) in the Registers, then these documents are invalid and their use is prohibited.
Is there a possibility to register a certificate for perfume and cosmetic products?
According to the Technical Regulations “On Safety of Perfume and Cosmetic Products” cosmetic products are subject to mandatory certification in the form of a CU TR declaration or Certificate of State Registration. The law makes no provision for registration of a mandatory certificate of conformity. At the same time you can always obtain a voluntary certificate.
Authorized representative company of a manufacturer
This is a company on the territory of the Customs Union which is responsible for the conformity of foreign perfumery and cosmetic products to the requirements of CU TR No. 009/2011.
In which countries a CU TR declaration or CSR is valid?
Declarations of conformity and CSR registered in one of the member States of the Customs Union are valid in all of the member States of the Customs Union.
For example: a certificate issued in Russia will be valid on the territory of Russia, Belarus, Kazakhstan, Armenia and Kyrgyzstan.
Is it possible to issue one declaration for diverse products?
Declaration of сonformity can be obtained for one name of product, but may include several names.
For example: Cosmetic products, including sets: RED LIPS lipstick; CREAMY lipstick; MATTE lipstick; SHINE Lipstick
Wrong: Cosmetic products: RED LIPS lipstick; CREAMY eye shadow; MATTE rouge; SHINE lip gloss.
Who can be listed in the declaration's column "applicant"?
- Manufacturer – a company located on the territory of the Customs Union which produces perfume and cosmetics under its own name or trademark and is responsible for product quality.
- Importer (supplier) – a company that deals with supply and sale of perfumery and cosmetic products of foreign production and is responsible for product quality on the territory of the Customs Union.
