Certification Procedure for Products Intended for Children and Teenagers according to CU TR No. 007/2011 in Russia

Who Can Register a CU TR (EAC) Certificate, Declaration of Conformity or CSR for Children and Teen Products in Russia?
- Importer to the Customs Union (supplier)
NOTICE: Products for children and teenagers are allowed to be imported and sold on the territory of the Customs Union only after the moment they are certified according to the requirements CU TR No. 007/2011. Products that have passed the registration procedure receive a CU TR certificate or declaration of conformity, they also have to be marked with the EAC compliance sign and after that they can be sold on the territory of the Customs Union.

NOTICE: Children’s products are consumer goods, that’s why increased safety requirements are imposed on them. When registration process is complete, we recommend you to receive a CU TR declaration / certificate together with test reports. This will help you to avoid unnecessary questions or fines when considering claims from consumers or during supervisory bodies inspection.

What information does a product label (sticker) have to contain?
Name and type of product
Assignment and size
Indication of a material from which products are manufactured
Date of manufacturing and expiration date
Manufacturer’s name and address, country of origin
The name of a representative company and its address (for foreign products)
EAC mark (Eurasian Conformity)
CU CSR (Certificate of State Registration) + CU TR Declaration of conformity
Some types of products have to be registered not only with a CU Certificate of State Registration but also with a CU TR declaration. In this case, first of all a CU CSR needs to be issued and afterwards – a CU TR declaration.
It is impossible to issue a CU TR declaration of conformity without a CU Certificate of State Registration.
What kind of certificate is required for children's cosmetics and perfume?
Children’s cosmetics and perfume products are not a subject of certification according to CU TR No. 007/2011. But this kind of products require preparation of permit documents in accordance with CU TR No. 009/2011. More detailed information is available on our website page about CU TR No. 009/2011.
What are the parameters that get checked during children's products certification?
Products designed for children and teens are checked for chemical, biological (microbiological, toxicological, physical and physical-chemical properties), mechanical and thermal safety, in order to protect life and health of children and teenagers.
Which products do apply to clothing and products of the 1st, 2nd and 3rd layer?
Clothing of the first layer includes products that have a direct contact with skin.
Clothing of the second layer includes products that have limited contact with skin.
Clothing of the third layer include overclothes that do not have direct contact with skin.
Requirements for children's shoes
Lining in closed-toe children’s shoes can only be made of natural materials.
In shoes, an open heel part is not allowed for children under the age of 3 years.
What is a validity period of a CU TR certificate?
Maximum validity period of a certificate for serial production according to CU TR No. 007/2011 is 5 years. Please keep in mind that if you have a 5-year serial production certificate registered then an annual inspection control (expert audit) is required, otherwise an issued certificate may be canceled.
Validity period of a Certificate of State Registration
In cases where products fall under the Technical Regulations of the Customs Union (EAEU), the validity period of the CSR will be 5 years. So, CSR for children’s products according to the CU TR No. 007/2011 will have the validity period of 5 years. In other cases validity period of a Certificate of State Registration (CSR) is not limited, then CSR is valid indefinitely until the production (or product supply) is terminated or until some changes are made in legislative acts.
In which countries a CU TR certificate is valid?
CU TR Certificates, Declarations of conformity, Certificates of State Registration (CSR) issued in one of the member states of the Eurasian Economic Union (EAEU, previously known as “the Customs Union”), are valid in all of the member states of the EAEU (on the territory of Russia, Belarus, Kazakhstan, Armenia and Kyrgyzstan).
Is it possible to register a CU TR certificate with a manufacturer as an applicant company?
Applicant in a certificate or declaration of conformity can be either a manufacturer of product, or its official representative company on the territory of the Eurasian Economic Union (EAEU, previously known as “the Customs Union”). If a manufacturer is a foreign company, then registration is possible only for the representative company on the territory of the EAEU. This representative company will be indicated in the “Applicant” column of a certificate and will be responsible for products quality on the territory of the EAEU.
